How house wiring is usually priced in Nepal
A "point" is one switch-controlled outlet: the conduit, wire, box, plate and labour from the distribution board to that outlet.
The suggested counts are a density starting point (roughly one light point per 45 sq. ft.). Walk your plan room by room and override them.
Heavy points carry a higher rate because they need larger cable, a dedicated MCB and often a separate run from the board.
The fittings allowance is where budgets swing most: local switches and lights sit near the low end, imported ranges near the high end.
